A medium- to long-term strategic planning model, promoted by the Province of Cuneo together with the Cuneo Chamber of Commerce and supported by the CRC Foundation, which aims to build a shared vision of the future for the provincial territory, within the framework of national and European policies, and to work jointly to achieve it. Strategic objectives

The European strategy at provincial scale:
the five European strategic priorities become the 5Cs of the province of Cuneo.

The Strategic Plan's five key strategic pillars are aligned with European programming for 2021-2027 and are broken down into the 5Cs for the province of Cuneo.
Thematic working groups have been formed with respect to these five axes, functional to the development of the priority actions identified in the shortlist of the Cuneo 2030 Strategic Plan.

Ccompetitiveness and innovation

for a smarter province

To strengthen regional development by focusing on digital innovation, ecological transition, social impact, and skills development. Supporting, on the one hand, the adoption of advanced technologies and collaboration between businesses and research centers; on the other, the sustainable conversion and internationalization of production systems.

Cland use and environmental development

for a greener province

To ensure the protection and sustainable management of natural resources, protect ecosystems, combat climate change, and promote environmentally friendly practices, such as water conservation, the enhancement of green spaces, sustainable mobility, and the circular economy.

Cphysical and digital connections

for a more connected province

To improve territorial cohesion, innovation, and competitiveness through an effective framework of physical infrastructure (roads, railways, cables, energy networks) and digital infrastructure (servers, data centers, fiber optics, ICT networks, 5G, ultra-fast internet access).

Ccohesive communities and social innovation

for a more social province

For solutions aimed at mitigating inequalities and creating more inclusive, equitable, and resilient territories, through innovative actions that promote social inclusion and equal access to essential services, strengthen social ties, and reduce economic, social, and territorial gaps.

Cresponsiveness and culture of good living

for a province closer to its citizens

To strengthen the province of Cuneo's identity as a destination for "good living," with an integrated and diversified tourism and cultural system, supported by effective transport infrastructure, the regeneration of cultural spaces, and the creative industry, investing in digital sustainability and new immersive technologies.

Governance

A stable and structured form of partnership between the main provincial institutions to oversee medium-long term planning for a broad area.

The sponsoring bodies (Province of Cuneo, Cuneo Chamber of Commerce, and the CRC Foundation) and the main institutions involved, representing the worlds of manufacturing, education, social work, culture, research, and innovation, have decided to establish a permanent governance system to continue the ongoing collaboration. The CRC Foundation's Research and Studies Office performs the role of technical and specialist coordination within the project, in all its aspects and in collaboration with the sponsoring bodies.

The Major Municipalities Committee is composed of the mayors of municipalities with more than ten thousand inhabitants (Alba, Bra, Borgo San Dalmasso, Busca, Cuneo, Fossano, Mondovì, Saluzzo, and Savigliano). It is convened by the Province and appoints its own technical representative to the Technical Committee.

The Consultation Committee of Employers' Associations, composed of trade associations in the province of Cuneo, is convened by the Chamber of Commerce and selects one of the participating organizations as a representative on the Technical Committee.

Ecosystem

A network of organizations, individuals, and technologies working together to co-create value, innovate, and achieve results.

The goal is to develop a territorial innovation ecosystem that, under the common "Cuneo Strategy" logo, identifies, in a shared and integrated manner with national and European policies, the main medium- to long-term strategic planning and programming actions. This ecosystem is the result of a process that is fueled by ideas, materialized in actions, and developed through interaction and cross-fertilization with various factors.

In what way?

Through the signing of Collaboration Agreements, the parties define the terms of their collaboration for the care of common assets, both tangible and intangible. These territorial alliances allow for the joint definition and updating of key strategic planning and programming actions, selecting areas of intervention and ensuring a complementary, inclusive, and innovation-oriented development path.

Implementation

In the implementation phase of the structural actions identified in the new Cuneo Strategic Plan, the Institutional Control Room defined the shortlist of 10 priority interventions to be pursued by 2030.

Thematic working groups dedicated to each of the 5Cs are thus launched, which will work to define the specific activities linked to each area.

Plan

The Plan offers a forecast of the 2030 scenarios for the province of Cuneo, a summary of the framework of European policies and programs of reference, the analysis of the context with the positioning of the province of Cuneo with respect to the SDGs, the SWOT analysis according to the 5Cs, the outcome of the participatory process with the identification of the main challenges for the future and, for each of the 5Cs, the strategic objectives and the intervention priorities to be pursued by 2030.

The document (published in 2024) contains an updated snapshot of the resources allocated and projects launched under the PNRR in the province of Cuneo, updated to December 2023.

The comparison between priorities and funding opportunities: focus on regional PR

The document (published in 2024) provides an analysis of the Regional Plan of the European Structural Funds (in particular ERDF and ESF+) compared to the priorities that emerged from the provincial strategic planning.
