What is the Foundation?

The Cassa di Risparmio di Cuneo Foundation is a non-profit, private and autonomous body that pursues social utility and economic development promotion goals through the provision of contributions to public and private non-profit entities and through directly promoted projects, in partnership with local entities, in the sectors of education, welfare, art and culture, local development, public health, scientific research and sports activities. The Foundation operates in the province of Cuneo, mainly in the main areas of operation relating to the areas of Alba, Braidese, Cuneo, Monregalese.

In 2019 we wrote a new page in our history, with the merger between our Foundation and the CR Bra Foundation, becoming the first Foundation in Italy to have experimented with this procedure.

The Foundation has a net worth of 1,465 billion euros, which places it among the top ten in Italy, and is invested in diversified activities, from whose profits the resources to support the planning and delivery activities are derived.

History

July 30, 1990 – Banking Foundations are born in Italy

Banking foundations have a common history that began in 1990 with the so-called "Amato Law" (law no. 218 of 30 July) which introduced banking foundations in Italy as non-profit organizations, representing the local community. Today the banking foundations are 86 and intervene in different geographical areas in various fields: from welfare to culture, from innovation to the environment, from education to research.

January 24, 1992 – The CRC Foundation is born

On January 24, 1992, from the spin-off of the Cassa di Risparmio, the CRC Foundation and our story begins.

March 11, 2019 – The Merger with the CR Bra Foundation

Signing of the merger deed of the CRC Foundation with the CR Bra Foundation. We were the first in Italy to have adopted this procedure.

The act represents the last stage of a process that began in 2018, which involved local and national actors.

This is the first operation of its kind in Italy, in implementation of the provisions of the 2015 Acri-MEF Protocol, which called for "forms of cooperation and aggregation for the pursuit of common objectives" between foundations and invited "foundations that, due to their small size of assets, are unable to achieve adequate technical, disbursement and operational capacity" to activate "forms of collaboration to jointly manage operational activities up to mergers between entities".

Tasks and structure

The Statute of the Cassa di Risparmio di Cuneo Foundation provides for a dual form of government in which, alongside the management body, represented by the Board of Directors, is in operation General Council with tasks of direction, orientation and definition of the guidelines and intervention criteria of the Foundation.
Both Bodies are chaired by the President of the Foundation, who has the task of ensuring the necessary coordination between the two, ensuring mutual dialogue and guaranteeing the operation of the organization in compliance with the guidelines of the General Council.

The General Council of the Foundation is made up of 20 people, 18 of whom are indicated by 36 designating bodies, including the Municipalities of Cuneo, Alba and Mondovì and other Municipalities of the three traditional operating areas, the Hospital Trust “S. Croce and Carle” of Cuneo, the diocesan commissions of sacred art and culture of Cuneo, Alba and Mondovì, the Chamber of Commerce, the business and trade union associations, the Piedmont universities and the Territorial Control Body of Piedmont and Valle d'Aosta; the remaining 2 Councilors are identified through a public tender, one dedicated to athletes and sports managers and the other to residents in the Braidese area.

Foundation networks

The Foundation promotes and pursues a policy of dialogue and cooperation through active participation in the associations to which it belongs, alongside others Italian and European Foundations. This is because relationships and collaborations with entities and subjects inspired and oriented towards the same objectives can and must foster continuous improvement of its action on the territory.

The regulatory framework

The regulatory framework within which the Foundation's action falls has undergone some important changes over time: starting from the structure ensured by the Amato Law in 1990, the Ciampi Law in 1999 intervened to outline the civil regime of the Foundations and the process of divestment of controlling interests in the banking companies to which they were assigned, and subsequently in 2003 the Constitutional Court placed them "among the subjects of the organization of social freedoms", recognizing the opportunity, according to the principle of subsidiarity, that different subjects contribute to addressing and resolving problems of public interest.

The Foundations Charter of April 2012 therefore defined the guidelines for a common behavioral orientation which, in compliance with the rules governing the Foundations, allows for the valorization of their action and the strengthening of their safeguards of autonomy, responsibility, transparency and independence.
More recently, on 22 April 2015, a Memorandum of Understanding was signed between ACRI and the Ministry of Economy and Finance, which analytically defines the reference parameters to which the Foundations must conform their behavior, with the aim of improving operational practices and making their governance more solid.

By signing it, the Foundations have undertaken to observe the rules contained in the Protocol itself, inserting them, where necessary, in their Statutes.
